We can't help you as we are all users on this forum. Did the bill come from Apple or your cellular provider? If your cellular provider, you need to speak with them. If the bill came from Apple, see this link --> If you see apple.com/bill, itunes.com/bill, or an unfamiliar charge on your statement - Apple Support
