Unable to use Apple ID credit

An adult in our family sharing is unable to use his Apple ID credit even after disabling family sharing

Payment method and Family Sharing I enabled Family Sharing because my son is a minor with an iPad and apple ID. My husband is also in our Family group and I notice that my credit card is listed in his Payment and Shipping information and we can't seem to change it to his own credit card. Is this because I'm the manager and we're in a Family group? Is there any way to change this?

What happens when he tries? Error message(s)? More information would help.
