SMS 's to phone number that have never been sent, my carrier is Vodafone Portugal and they say is apple's fault because of some malfunction with Imessage and Facetime, so they charge me for message's i did not send. This is happened about 4th time in this month. Kindly sort this out

This means they should not charge you for iMessage/Facetime activation messages.
Your issue is with them. Contact Vodafone again, maybe ask for a supervisor. This is not Apple's issue.

It sounds like you may not be using an approved iPhone carrier. When you attempt to activate iMessage and FaceTime, the iPhone sends a hidden SMS to the servers in the UK for activation. Approved iPhone carriers do not charge for these SMS. Try signing out of iMessage and FaceTime if you do not wish to use it, or find out why the carrier is charging you. These are SMS messages sent to activate your Message and Facetime accounts. They are sent invisibly in the bcakground and the carriers do not transport them for free outside of the US/Canada.
You should ask Apple why your accounts need constant activation.
