cannot send it receive MMS

I am new to iPhone and for some reason I am unable to send or receive MMS. I have changed settings and restarted tied the lot and nothing is working. Please help

Contact your Carrier (Cellular Service Provider) The agency who issued the SIM to you whether they have included MMS in your cellular Plan
