I’m currently setting up a new iPhone for a colleague of mine, she has changed her email address since she set up her last iPhone and can’t remember her old email address is there anyway to set up the iPhone from iCloud without it please

She won't need her old Apple ID/email address to set up a new iPhone.
If the email address she can't remember was her Apple ID, see if you can recover the ID/password.

Enter the Apple (iCloud) ID and click Forgot Password.
