Safari 13.0.5
Safari 13.0.5 constantly reloading FB photos. This happens in comments photos, as well as photos at the head of a post.
It turns out the problem was with LittleSnitch. They put out an update yesterday and the issue is resolved.

I see that, when you're on Facebook's site on Safari on your Mac, it's constantly reloading and scrolling back to the top of when you're viewing photos at their site. I'm glad to help with this.
