Pencil and not using icloud
Can the pencil be used to write in the Notes application without being required to use icloud

You may already know this but since this is an Using iPhone section I must mention that Apple Pencil is not compatible with an iPhone. If you are using the Apple Pencil on your iPad then you can create the note in your On Your iPad folder where it will then remain only on your iPad and not get synced over iCloud.
