A number of possible issues exist:
A forced-restart of your iPad may help:
Similarly, restarting your Home Router may improve matters.
To restart your router, disconnect power from the router, wait 30 seconds, then restart. After your router finishes it reboot (this may take many minutes), restart your iPad.

I purchased the same iPad for my wife two months, ago.
It has been working great for her.
Apple's iOS App Store and iOS update servers maybe very busy.
The whole country is home snd quarantined and online doing lots of things.
