When I try to send the verification code to my iPhone 6 nothing comes through

Good afternoon yesterday I got a new phone and I transferred all of my data from my old iPhone 6s to my new Iphone 11 everything was fine until I tried to activate my phone number, I’m stuck using my email because when I try to send the verification code to my phone nothing comes through and I wiped my iPhone 6s completely clean. I need help and don’t know what to do
