There are no Memojis or Animojis for the iPad Air 2 or iPad Mini 4.

These iPads lack the internal and camera hardware to support these features.

Memoji and Animoji Stickers, for iPads that can run iPadOS, requires an iPad that has an A9 CPU or greater.

The iPad Air 2 and iPad Mini 4 models ONLY have A8X and A8 CPUs, respectively, and are ineligible from getting the Memoji Sticker feature of iPadOS.

For very good, third party Memoji apps for yout iPad model, I recommend either Emoji Me or Your Avatar Creator.

My Memoji that I use here in these Apple product support communities was created by Emoji Me and modified using

Pixelmator for iOS.

Good Luck to You!

How to use Memoji on your iPhone or iPad Pro - Apple Support

All devices that support iOS 13 and iPadOS also have Memoji stickers. You won't be able to use facial tracking to animate your Memoji like you can on iPhone and iPad models with Face ID, but you can customize a Memoji and use it to create stickers that you can use in iMessage.

If you don't want to use Memoji stickers in iMessage or any other app, you can remove Memoji stickers from your favorites in iMessage by swiping along the app bar at the bottom, and tapping the settings at the far right, removing Memoji stickers from your favorites, then turning Memoji stickers off so it doesn't appear. You can also use Memoji stickers with the Emoji keyboard, and you can turn this off by going to Settings > General > Keyboard > Memoji Stickers.

EDIT: As MichelPM has pointed out, Memoji stickers require a A9 processor or better. If for some reason, the Memoji stickers app is appearing on your iPad mini 4, I would recommend quitting the Messages app by swiping up on the app from the app switcher. If the issue persists, restart your iPad.
