trouble signing in Apple ID

I had the loop where it says something like "you need to resign into your Apple ID to make certain features work" I would do it and then it would pop back up, I would do it again and then it would clear.

I got tired of doing this and I noticed that my Notes were not syncing across devices and decided it likely had something to do with this maybe?

So I went through the recommended steps:

shut down and re-start -- this didn't solve it

log out of Apple ID and then shut down and re-start ...

this is where I am stuck -- I go to System Preferences->Apple ID -> Sign In ... AND... it gives me an error:

"You can't sign in at this time.

Try signing in again."

I have not changed my Apple ID nor my password nor my associated email recently.

I WAS able to log into this community with the Apple ID so I know it works.

The Apple ID is working on all my other Apple devices.

Problem is on MBP 2018 running Catalina 10.15.4

Please help

Are you running any anti - virus programs? Using a VPN?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

Isolating an issue by using another user account

Safe Mode - About.

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor.  Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin.
