So, i just got a call from a phone recycling company that says they have my iphone that was reported lost/stolen for which the insurance company replaced (about a week ago). If i file a police report i can get it back, but will it do me any good? We didn't have a backup and would like to get it to restore the data to the new phone. Is this possible after the lost phone has been blocked?

My guess is you got a call from a scammer, not from a recycling company. Did they ask for your Apple ID and password? If you gave it to them change your password immediately, or they could hold your account for ransom.
And even if it’s true the insurance company now owns that phone, not you.
You contact whatever insurance company who replaced your iPhone. Work it out with them.
I did not, as insurance covers for lost as well. It was deactivated. Question is whether i can back up to itunes a deactivated phone? In order to restore from that backup? Or do i reactivate the old phone ?
Did you not have to file a police report to get it replaced by your insurance company?
