If you have forgotten your ScreenTime passcode - and can update to iPadOS 13.4, you can follow this process to reset an unknown passcode:

https://support.apple.com/en-us/HT211021

If you cannot update to iPadOS 13.4, and cannot remember you passcode, you’ll have no alternative other than to reset to factory settings. You’ll not be able to restore your iCloud or iTunes backup as the unknown passcode will also be installed.
