what does iCloud backup actually backup? Is it safe to delete my backup for my phone because it takes up a lot of space?

You can delete the backup from iCloud and it won't delete anything from your phone -- but then you won't have the backup if you need it in the event of a problem. You could backup to a computer instead. See: How to back up your iPhone, iPad and iPod touch – Apple Support
