when composing an email on my iPad how do I change the defalt font size

If your iPad is running iOS 13, you can increase or decrease font size by tapping on the Aa icon at the top of the keyboard and then on the small A or large A respectively.

If you wish to have your outgoing font a particular size without having to set it each time, I think you have to try another email app. Outlook might work.
