Most of my web site data (in safari settings) are viruses. I clear this data and safari history at least 3 times a day. It even happens in private browsing mode. Also, all the apps I have downloaded from the App Store (and I have only used the App Store) have pop ups that are browser redirect viruses. I have factory reset my phone at least 4 times and the situation remains the same.
Remove the add-on VPN, test, then the Wi-Fi security add-ons, test, and then the ad blockers, and test again.
My initial suspicion would be the VPN client, but all of these add-on security apps are potentially involved here.

To have picked up that many you must have visited some seedy websites; probably not intentionally.
If this isn’t Safari pop-ups or some spam calendar dreck... Some questions:
