iPhone XR Start Up Problem

Does anyone know how to un-freeze my iPhone's start up screen? It is trying to turn on, only to be frozen with the Apple icon and black backscreen.

If software troubleshooting does not work you phone has a hardware problem. If the phone is out of warranty hardware repairs are not free. That’s why you have to pay for the repair. Hardware failures are not an “Apple glitch”.

I have the same issue but the troubleshooting does not work. Why are they saying I have to pay for repair when it is an apple glitch?
