After I updated my iphone 11 to ios 13.4, I found the notification on the screen that ‘Cellular Data is Off for Springboard. To turn on go to Setting’ So I went through Setting>Cellular but there is no ‘Springboard’.
I am wondering why I got the notification. How to turn on the cellular for Springboard?
Is it necessary to turn on the cellular data for Springboard?
Your kind information would be very appreciated.

Same thing happened to me this morning on my iPad. U[dated to 13.4.1 yesterday, shut down last night, powered up this morning,. got a standard dialog box saying "Cellular data is turned off for Springboard" with the usual choices Settings, OK. Checked both the app list in Settings and the app store. No such app on the list, none of the Springboard apps in the store had the Open button. Yes, I know this ius an iPhone group but wanted to keep the gripes together for now..
BTW when I tried to post this message from my iPad earlier today I got the infinite spinning circle of death. Gave it 10 or 15 minutes. Also shut down the iPad and restarted. No message that time.

I had an additional issue: my iPhone wouldn’t charge in it’s wireless base. First, I thought the base had gone faulty, but then I tested my wife’s iPhone and it charged perfectly. She suggested restarting my iPhone, and after it came up again, I got the Springboard pop up, but strangely enough, charging started working again 0.0

It would be better if you can please post a screenshot ( ‘Cellular Data is Off for Springboard. ), in order to understand the phenomenon better. Images / pictures speak louder than words.
I’m having the same issue. i haven’t find a solution. Some people says that the phone might have some kind of malware in the root system And that we should perform a factory reset.

My wife's iPhone 8 experienced the same issue when upgrading to 13.4.1, unfortunately we did not get a screen shot but the description in the original post is 100% accurate.
Has anyone found out the reason for this? I just started getting the same message today. The screenshots posted above are exactly what I received.
