iPhone without a carrier.

I was interested in buying a used iphone 7. I don’t want to use it with a carrier, just as wifi only. It appears I need a sim card to activate it. If I buy an unlocked iphone 7 and buy a sim card thats not activated. The sim card is an at&t sim card but I just want to put it in the phone to activate it then never use it again. Will this work?

An easier solution would be to simply take the sim card out of your current phone, insert it in the iPhone 7 to activate, then once activated, remove it and put it back in your cell phone.

I dont have a sim card. This is why I was wondering if my solution would work, do you know if it would?
