iPhone activate without an active sim


I was interested in buying a used iphone 7. I don’t want to use it with a carrier, just as wifi only. It appears I need a sim card to activate it. If I buy an unlocked iphone 7 and buy a sim card thats not activated. The sim card is an at&t sim card but I just want to put it in the phone to activate it then never use it again. Will this work? (I dont already have an active sim card to use.)

That won’t work. You can use a SIM card that has been active and has now been deactivated, but not one that has never been activated.
