Apple Watch MDM

Is there possibility to provision and setup Apple Watch over MDM. We try with Apple Business Manager, Profile Manager and XServer, but with no luck. Our solution is for companies that do not use phones for first line workers. We created independent Apple Watch application. App can be downloaded from Watch AppStore, but we don't have a way to Profile the only the watch it self.

Any help, advise or suggestion is appreciated.
