No, but you can totally (or selectively) disable all of Siri’s functions:
Settings > Siri & Search >
- Listen for “Hey Siri” - set to OFF
- Press Home for Siri - set to OFF
- Allow Siri When Locked - set to OFF
- Suggestions in Search - set to OFF
- Suggestions in Lookup - set to OFF
- Suggestions in Lock Screen - set to OFF
