No, but you can totally (or selectively) disable all of Siri’s functions:

Settings > Siri & Search >

Listen for “Hey Siri” - set to OFF
Press Home for Siri - set to OFF
Allow Siri When Locked - set to OFF
Suggestions in Search - set to OFF
Suggestions in Lookup - set to OFF
Suggestions in Lock Screen - set to OFF
