Apple watch 4 unpaired at phone but not watch

I want to sent the watch in for repair. In getting ready to send it in, I needed it unpaired with location services off. The battery was dead and i put it on the charger. I unpaired it from my phone, but it failed to unpair. The Watch App shows that it is unpaired, but the watch acts as if it is paired. How do I rectify this issue?

Charge the watch fully and turn wifi on then;

On a computer, go to iCloud.com and sign in with your Apple ID.

Go to Find Iphone.

Select All Devices, then click your Apple Watch.

Click Erase Apple Watch.

Select Next until the device is erased.

Click the remove button next to your Apple Watch.
