How to reassign an iPhone to another employee without unlinking from the previous users email address?

Need to reassign an iPhone to my new staff member, but the previous user, who is no longer with us, has it tied to their personal email address. It is stating there is an activation lock after a phone reset. How can I reissue this phone?

if you are the original owner, contact Apple ID Support. They will need to see the original purchase receipt with the serial number/paperwork.
