I have iCloud storage available. And a little but of device storage available.
One of my main apps (that I have been using today) has uninstalled and will not download again due to storage.
Ive deleted videos, apps, photos and still cannot download the app.
what can I do? If I pay for more iCloud storage will this help? Although I do still have some left.

Buying more iCloud storage will NOT help with the storage on your phone. It will only let you backup more data to the cloud.
When you deleted photos, videos, etc., did you know they go to a folder called Recently Deleted, where they stay for 30 days to give you the opportunity to restore if you want. So, if you didn't permanently delete them from the recently deleted folder, they're still on your phone taking up space.
