This problem is there already for a long time.
My App Store doesn’t download and update any app. I tried to do everything what is recommended: restarted iPhone, logged out and in, etc.
then I tried to revise my Payment Methods and I CANT even open this section of Settings! “Something went wrong. Please try again later”, that’s all.
and nothing changes

Do you have access to another WiFi network where you can try? That has worked for several people.
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
