Mac won’t update

Won’t update to 10.15.3. It goes thru the download but it never restarts and keeps 10.15.2

MacBook Pro 13", macOS 10.15

We are up to 10.15.4 now so download this Combo update, https://support.apple.com/kb/DL2037?viewlocale=en_US&locale=en_US which updates any previous version of Catalina to

version 10.15.4. Once this has downloaded double-click to install.
