Activating a new iPhone from a dead one

I need to activate a new iPhone 8+. The old phone fell into the bathtub and is disabled. Where do I start?

Take a look at this. Obviously you can’t use Quick Start if the old phone is dead. If you don’t have backup, then you will have to set up as new.
