my sister's iPhone is broken but I'm trying to transfer the data over to my new iPhone

Hi, Im struggling because my sister is having problems backing her old phone up to put the data into a new phone. She only has one device so two-factor authentication is not working either. Is there a way to backup the old phone with a Mac to transfer to new phone. Broken phone = 8 new phone = X
