You can do it with a workaround.

Select the photo and then tap the share icon and select print. When the print preview window appears, pinch out to enlarge it to full screen. Tap the share icon again and select Mail. That will bring up a new message email window. That will email the photo as a .pdf.

When you are done, tap done and then cancel the print option.

Good suggestion however it is not possible to convert phots from the standard format to PDF within the iPhone. I am also unsure of any apps out there that would accomplish this for you. Please check the App Store if an app is available.
