I want to join Apple Music for the first time.
As far as I know there’s a 3 month free trial offer for new subscribers, but I only get one month free trial when I open the Apple Music app, why is that?

Looks like you have already used the 3 month trial before. Has your Apple ID been used to redeem the 3 month trial previously? This free 1 month is for previous trial customers who never subscribed.
No. I have never used Apple Music. Not with this Apple ID or any other.
