Finish setting up my iPhone.

My old iPhones screen went out and I could no longer turn it on. I got a replacement phone through my insurance and once I got my new iPhone I haven’t been able to finish setting it up. It keeps telling me that my iCloud account has already been added to my phone and won’t allow me to go any further but yet it keeps reminding me to finish setting up my iPhone. What do I?
