As it reads:

“Adobe does not recommend that customers using old versions of Dreamweaver upgrade to macOS Catalina.”

So don’t upgrade. Visit that site for more. It seems that there are some methods to go about fixing this:

• Restoring from a Time Machine Backup you’ve made prior to your Catalina upgrade

• Reformat the Drive with Mojave - But, this time, just don’t upgrade, unless you uninstall it.

1. Create: a Time Machine Backup of your Mac
2. Reformat: your hard drive
3. Install: the macOS Mojave
4. Migrate: it all back through Migration Assistant
5. Create: a Time Machine Backup of your Mac

You don't. It's obsolete software that will not run in Catalina. Nor will any CS6 app. If you need Dreamweaver, then your choices are:

1. Purchase the subscription service, Adobe Creative Suite, which will include Dreamweaver CC 2020.
2. Revert your Mac with the backup you made before installing Catalina so you are back to an older version of macOS that can run your old software.

Newer versions of Dreamweaver should be able to open any data created from an older version. It should have no trouble with anything from CS5.5.

Adobe's pricing list.

Their CC subscription pricing has never made sense. $21 per month just for Dreamweaver or other single titles. You may as well spend the $53 per month and be able to use all of them.
