Cannot delete files in trash that are "in use"

I've tried following advice to delete them and I can't because they are "in use". I've tried putting them back but there are files and folders there that have the same name.

The first folder that houses all the other is called "8z" the next subfolder is called "yhrhg7fx" with a bunch more letters and numbers. Then another subfolder called "0" that houses two folders. The first subfolder is called "com.apple.Safari" that houses two files "com.apple.nsurlsessiond" and "com.apple.LaunchServices.dv" and a folder called "com.apple.routined". The second subfolder of "0" is called "C" it houses a file called "com.apple.QuickLook.thumbnailcache"

The only other information I can give is that a few folders have modified dates that are when I last restarted my computer none of the files do, they have dates that are a year or two old. Folder "8z" has a date from 2015 which is about the time if I remember correctly that I bought the laptop and started it up for the first time.

I'm trying to delete them, put them back and or find out what they are and do. Mostly I just want them out of my trash can.

Honestly I have no clue, somewhere in the internal files or system files. I have been able to move a few back but am unable to find a few locations and move a few back, I'm getting this error code now "The operation can’t be completed because one or more required items can’t be found.

(Error code -43)"
