lost contacts from iphone

I've deleted some contacts from old iPhone 6s, iCloud was turned off. On my other iPhone 11 thoose contacts are also missing. Then restored phone from icloud backup two days ago and contacts are still lost. Any suggestions what happened

Most likely these contacts were synced with some other service, like Gmail or Outlook, that was enabled on both phones.
