Apple giveback

Please advise if the MacMINI Mac mini "Core i5" 2.5 (Mid-2011) PN MC816LL/A  and SN C07HK1PYDJD1 can be considered for Apple program giveback ? i would like to buy a new product of Apple with associated to giveback discount. The my device does work and looks like a new . But model is old and cannot connect some new type of devices to it (like a track pad), luck of ports and also software upgrade is limited.

if that possible, please advise how that would work in current COVID-19 quarantine period of time
