The mail from my inbox is missing and I had a lot of already read mail. I only have a couple and the delete file has some really old mail along with recent deleted mail. I have turned off and back on. Could email be down?

Try removing your Mail account from Settings > Passwords & Accounts then re-add it.
It ends up that the email is working, maybe I accidentally erased the read inbox that I wanted to keep and then erased delete file. Good grief. Trying to learn how to reinstate them thru iCloud backup.
