iCloud.com - Safari 13 unable to login, also Apple Support idmsa issues

Hi. I am unable to use to icloud.com in Safari 13 with Macbook Pro mid 2010 running High Sierra.

All i get is the site loading wheel and then the message 'Connection error - iCloud encountered and error while trying to connect to the server'. It doesn't even get to the login window.

I have reset Safari website data and emptied cache in developer mode.

I can use icloud.com in Chrome and Firefox no problem.

I also note that I have issues when I try to use Apple Support pages in Safari, they will not load when i try to log a support query and feel this called all be linked?

I have had to use Chrome to submit this query?!!

I get the attached screenshot message when I try to use Apple support in any way. I have a feeling there is a server connection error in general via Safari but am unable to go further with this.

Apple Support tried a few things but suggest a full recovery. But I feel there is something that can be done before this step?

Thanks in advance.
