El Capitan Ver. 10.11.6 Framework

I'm trying to install and operate M.A.M.E. on my MacBook Pro and cannot find the Frameworks Folder in my Library. Please help and thank you in advance.

Can't find framework in Macpro Ventura!! Hi everyone! I have install Wwise, but to be able to run a sample of a game, i need to install a SDL2 and put it on Frameworks. I can't find it. Nowhere. I have tried with Library/Frameworks, Library/PrivateFrameworks,~Library/Frameworks. Nothing, absolutely nothing. It's like it doesn't exist. And I really need to install this SDL2 so I can work properly on the sample. My Macpro has Ventura 13.2.1. I hadn't updated yet (I wanted to wait incase the new update wouldn't work well with some music apps I have). I don't know if this could explain the absence of the Framework? Does anyone have an idea of where it could be?
