Volume ducking issue

I have an XR and I recently updated to IOS 13.4 and ever since, every time I receive a notification, the volume drops on my music and doesn’t come back up until I pull down the drop menu from the top right of my screen. It also doesn’t give me a sound when I get a notification while wearing my headphones. It used to ding when I got a text wearing headphones but now it doesn’t. How can I fix the volume docking issue? I’ve googled it and found an article on this site saying to fix it you need to download the latest software but that doesn’t help me because it didn’t start until I downloaded the latest software. Please help!!

I also have this issue, but on the iPhone XS. Most of the other posts on this issue recommends turning off notification or putting the phone on mute; I don't want to mute my sounds, i want them on so muting my phone is a workaround, not a fix. If you search other posts, this has been an issue as far back as the iPhone 6 and several other iPhones and I've unable to find a post that suggests there has ever been work on it.
