WRT the wait period:
1) is it 24 hours or just a new calendar day?
2) after that time, does the id become unlocked (and therefore I can retry access with a password) or does the account remain locked and the time period refers to my attempt to access the the account via security questions?

Normally, the wait period is 24 hours.
After 24 hours, you can try to unlock the account using your password, and it may require your security questions.
