24 hour wait period to unlock Apple ID

WRT the wait period:

1) is it 24 hours or just a new calendar day?

2) after that time, does the id become unlocked (and therefore I can retry access with a password) or does the account remain locked and the time period refers to my attempt to access the the account via security questions?
