I have an iPad that was given to me. I can not get in touch with the original owner to get the Apple ID and password. How can I reset this iPad to where I can use it. Any help would be appreciated

Activation Lock is a theft deterrent feature with no bypass or workaround.

Without the owner's authorisation, no thief or anyone including you can re-use the device.

Only 1 of the 2 ways you can then re-use.

  1. Get the original Apple ID and password to de-activate Activation Lock
  2. Get the original Apple receipt

Without it, you got a pretty paperweight.

You cannot bypass activation lock unless you know and can get the help from the owner who put the lock on the iPad. Without that, the device is completely useless to you. Apple won't help you. We can't help you. Recycle the device or use it as a paperweight.
