Settings .. Phone .. Wi-Fi Calling .. Update Emergency Address ..
.. doesn't work. I enter the new address, check agreement with Terms & Conditions, and click [Continue]. I am then taken back to the Wi-Fi Calling screen but, if I click Update Emergency Address again, it's the old one, not the one I just entered.

Force close the Settings app and restart your iPhone:

Try updating the address once more and if you run into any issues, try updating over both Wi-Fi and cellular data. Make sure you’re not on a captive network or VPN.
If you still have issues, update your iPhone and try once again:
Update your iPhone, iPad, or iPod touch

Thanks for providing those details. If the above steps didn’t work, you’ll want to reach out to your carrier and let them know what’s happening. They should be able to look at why this is not being updated after saving the info.

Did not work. Went through all steps:
force close
restart
update via wifi
update via cellular (wifi turned off)
update iPhone from 13.4 to 13.4.1
repeat above sequence
All failed. I am not on a VPN. I don't know what you mean by "captive network." My WiFi comes from a Time Capsule that is directly connected to my ISP's cable modem.
