iMessage and FaceTime doesn’t work on iPad Pro running ios13.4

My iPad returns the message “an error occurred during activation, try again”.

I have tried all the processes recommended on the web but anything seems to worked.

In Setings/iMessage - the option to activate it’s not even available.
