Can't activate Imessage and FaceTime

My son's 6th gen iPad used to have iMessage and FaceTime. They're don't work now for some reason. He's not signed into them anymore. But when we try to sign in, we get "an error occurred during activation' message. Running software version 13.7. I've tried all the tips ad tricks from this site but in vain.
