I cannot change my profile photo in icloud.

I tried to delete the photo but everytime my current photo comes back and when I upload a new one it simply returns to the old.

Ok finally managed to do it from my phone. There I could update the photo. If I logged in via a browser (google chrome) on my windows 10 laptop it looks like apple does not like me :-).
I did but it keeps on bouncing back to the old picture.
So I removed and dragged/drop and when I refresh the browser my old picture is back.
