Updating my icloud profile picture fails - why and what to do?

I went ahead and updated the pic from my iPhone directly. That worked much better, but I am still so see the pic consistently everywhere. It seems to take many hours if not days to synch up completely.

...so originally I was trying to do this from a laptop running windows, thru icloud.com. Thats when the error appears. Did not seem to matter which browser was used.
