How my old Mac Pro would compare to this?

Mac Mini Core i5-4278U 2.6GHz 8GB RAM 1TB HDD Mac OS Late 2014 A1347

VS

My current Mac Pro can only go to Mojave, but the Mac Mini will take Catalina.

I would install a new SSD on the Mac Mini.

I'm wonder if my Mac Pro is still more powerful than the Mac Mini above even though it's under Mojave.

Thanks

Your old Mac Pro is still much more powerful than the used Mac mini you're looking at. The Mac mini (Late 2014) uses ultra low-power mobile processors, and only has 2 processing cores. Your Mac Pro has more memory, has 6 processing cores, and has a higher clock speed, even if it is using a dated architecture. In terms of raw performance, your Mac Pro is likely 2 to 3 times more powerful than the 2014 Mac mini.
