preview: keyboard command not working properly

This concerns my MBA 13'' late 2013 running Mojave 10.14.6 along with the Aluminum external keyboard A1255.

Upon opening pdf files with preview and trying to add notes to the pdf, there are three keyboard commands for highlighting preselected text: highlight, underline, and cross. The respective commands are ctrl-h, ctrl-u, and ctrl-s.

ctrl-u works, but ctrl-h and ctrl-s both result in crossing the text. So there is no "proper" highlighting.

Well, thanks for that hint. I do not quite understand it, though. If the keyboard shortcut popup explanations tell me about underlining, strikethrough AND highlighting I expect the appropriate reaction upon hitting the respective keys. But in my case ctrl s and ctrl h do exactly the same, namely strikethrough. Highlighting, imho, should result either in boldface or, after appropriate preselection, in colouring or something like that - which I do not see as option in this context. And I cannot believe that this behaviour of the program really is intentional. Cf. the enclosed image.
